Miners Bank was one of the first Capital BlueCross employer groups to provide its workforce with health coverage through the Capital Blue Cross exchange. Numerous efforts are now under way to develop alternative health insurance exchanges to the state-based exchanges being developed under the Patient Protection and Affordable Care Act. As states grapple with the development of the health insurance exchanges mandated under the Act, private insurers are implementing their own exchanges before the launch of state-based exchanges.
